Cheryl Moody, President & CEO, Professional Wetland Scientist No. 310 - Cheryl Moody is a certified Professional Wetland Scientist (No. 310), with a Bachelor’s Degree in Wildlife Biology and over 28 years of professional experience (including over 20 years of concentrated work with wetland delineating and mapping). Cheryl founded the company in 1992 and was the sole proprietor for 13 years. In February 2006, Three Parameters Plus (3PP) incorporated and Cheryl became the president. 3PPI currently has a staff of 25 in eight states.

Kevin Roukey, Senior Regulatory Specialist - Kevin Roukey is an environmental regulatory specialist with over 30 years of experience in environmental and project management. Kevin joined 3PPI after retiring as the US Army Corps of Engineer’s chief for the Reno Nevada Regulatory Field Office.

He has coordinated with local, state and federal agencies to develop and prepare EIS’s, including meetings facilitation to expedite the wetland delineation approval of several projects in the mining corridor of the United States.
