A Brief History The United States experienced a huge social change in the 1960 ’s. The de-institution movement began. Studies showed that too many patients with mental illness were institutionalized in over-crowded institutions. As a result of the myriad of problems caused in such a large social movement, many people were discharged from with no assistance or support. Small groups of people across the United States became aware of the large number of people virtually abandoned by the mental health treatment system. These groups developed plans to address this growing problem. In Phoenix, a group of compassionate individuals discussed the need for patients to be transitioned from the State Hospital to community living. In 1968, the Mental Health Association ’s Board of Directors formed a committee, headed by Toby Citron , to develop the first psychiatric half-way house in Maricopa County. After an extensive search, the committee located a historic two-story Tudor style house in Phoenix. The successful funding effort to buy the home was spearheaded by Mrs. Citron. Incorporated in 1971, Toby House opened its doors as the first residence of its kind in the state, and one of the first in the nation. As Toby House helped young adults learn to cope with mental illness and survive in the community, other service needs were addressed. A day program was developed to teach everyday living and working skills necessary to “make it ” outside a mental institution. Presently, Toby House offers 13 residential facilities, 7 HUD apartment buildings for independent living, a day program and a vocational training program. The Board of Directors of Toby House requires that our clientele receive excellent care. As a result, we maintain the reputation as the hallmark of quality treatment. Making A Difference The successful growth of Toby House can be attributed to many factors. Over the years we have developed a wonderful list of friends. Those friends now support us as we expand and grow to reach even more of those in need. The volunteers who have given years of commitment to Toby House have seen us through. The staff who redefined professionalism in their relationships with our clients are also an important factor. None of these factors can be forgotten in understanding the success of Toby House. A factor that is part of all the others and at the same time stands alone is quality. Toby House began as the first, a leader in a social movement to properly care for the mentally ill. Toby House led the way in treatment design while influencing public policy. Toby House developed the benchmark of quality when working with the adults with chronic mental illness. Throughout its growth cycle Toby House maintained its reputation for quality service delivery and compassionate care.
