Awards & Credentials In 2006, Victory Personnel Services was ranked a Top 2006 Business by DiversityBusiness.com. In September of 2006, the City of Milwaukee and Mayor Tom Barrett awarded Victory Personnel Services, Incorporated, in partnership with Manpower Incorporated, its Youth Partnership Award for participation in the City's summer employment and training program. In April of 2002, Victory Personnel Services was named Wisconsin Minority Supplier of The Year. Victory Personnel Services is also a two-time winner of the Milwaukee Metropolitan Association of Commerce (MMAC) Future-50 business award, in both 2000 and 2001. In 1994, Victory Personnel Services president Joe Tucker was named an Ernst & Young Entrepreneur of the Year. The same year, Victory received the Quest for Success award from the Milwaukee Minority Business Development Center. Victory Personnel Services, Incorporated is a minority owned company certified as a Minority Business Enterprise (MBE) and Disadvantaged Business Enterprise (DBE). Victory Professional is the professional recruiting division of Victory Personnel Services, Incorporated, a long-established and respected provider in the staffing services industry. In recent years, Victory Personnel Services has expanded rapidly as a service provider and employer. Part of that expansion included the establishment of Victory Professional, dedicated to meeting the professional, technical and scientific job skill needs of our customers. Building on Success Victory Personnel Services, Incorporated was founded in 1992 by Joe Tucker, and its first office was opened in Milwaukee's Central City. By 1994 the company had initiated a training and transportation program for disadvantaged workers. In 1996, Victory opened a Job Shop providing training and assessment for a newly implemented W-2 program. In 1998, the Victory Personnel Services business structure was realigned to fulfill the professional, administrative and technical needs of its medium and large corporate customers. By 2002, Victory was established as a leader among high-quality staffing providers meeting supplier diversity requirements.
