Robert Voltz, the Principal Consultant for The Voltz Group, has over 25 years of project management and systems engineering experience in the IT industry with a focused concentration on biometric identification technology. Mr. Voltz founded The Voltz Group, a Virginia-based corporation, in 2003 to provide project management, system engineering, and business development consulting services to government agencies and commercial clients, and has served as the company President since that time. Through his experience and leadership The Voltz Group has provided critical management and engineering support services to various government agencies and commercial clients on some of the most advanced, and largest biometric identification systems in the world today, to include: · Project Management and Engineering support on the UK Application Enrolment and Identity (AEI) providing the world's first Point-of-Sale biometric enrolment system solution for application identity processing. The new system enables UK residents to apply for identity documents, i.e., passport, driver license, etc. and have their biometrics captured using newly developed, advanced, ergonomic kiosk devices installed in post offices locations throughout the UK. Key contributions to the project's overall success included development and maintenance of the Project management Schedule, System Requirements Specification, and System Design Documentation. · Project Management and Engineering support on the Royal Canadian Mounted Police (RCMP) Real-Time Identification (RTID) AFIS project replacing Canada's legacy system capabilities with advanced automated fingerprint matching services. The new system provides Canadian law enforcement agencies for the first time with automated palm print / palm latent processing capabilities. Key contributions to the project's overall success included the strategic planning and development of the Data Conversion Plan, System Requirements Specification, System Design Document, and System Transition Plan. · Engineering support services on the U.S. Department of Homeland Security (DHS) US-VISIT project, the largest biometric identification system in the world. The US-VIST system supports the collection of biometric records - fingerprint and facial records - from international travelers at US visa issuing posts and ports of entry to assist in the identity of travelers that may pose a security risk upon entering the United States. Key contributions to the project's overall success included the strategic planning and development of the US VISIT Concept of Operations (CONOPS) Plan, and the development of various engineering reports supporting; fingerprint matcher capacity planning, IV&V matching accuracy assessments, and an analysis of the impact of biometric image quality on matching accuracy.
