Welch Comer Engineers is a regional engineering company providing engineering services to municipalities and select private clients throughout Idaho, Washington and Montana.

Phil specializes in providing municipal engineering services to Cities, Districts and Counties across northern Idaho and eastern Washington. Phil also provides Principal Engineer and Project Manager Leadership to several of Welch Comer’s projects. Phil’s engineering experience includes water treatment plants, distribution systems, wastewater facilities, downtown revitalization, planning, private development and rate and capitalization fee studies.

Many communities across the Inland Northwest face challenging infrastructure and land planning issues with limited or no technical staff. Welch Comer Engineers is regionally recognized as a leader in providing Municipal Engineering services to Cities, Districts and Counties throughout the Inland Northwest. Welch Comer Engineers provides engineering services to more than 25 municipalities and we have served many of these clients for more than 20 years; a testament to Welch Comer Engineers quality service.

Efficient transportation systems improve our quality of life and provide fuel to our economic engine. Welch Comer Engineers has designed award winning transportation projects on major highways and assisted small communities with securing grants to pave their dusty roads to improve air quality and reduce erosion.
