C.A.F.E. Iowa CAN (CIC) was organized in response to the Supreme Court's decision on May 7, 2003 on the local government's authority to pass laws regulating smoking at the local level. Faced with this ruling, Iowans began organizing. Realizing that we needed the support of the public to restore local control, citizens from across the state developed the idea of building a grassroots organization. Our goal is to have 5,000 members educated and ready to take action on the tobacco control issues. In 2005, CIC expanded its goals to include all tobacco control issues. The two most effective ways to reduce tobacco use are to increase the cost of tobacco and to restrict where tobacco can be used.
