North Carolina has changed the liability for sales tax on purchases made by manufacturers, placing liability on the manufacturer to accrue and report the correct tax rate. Vendors normally receive a NC form E595 E to make sales to manufacturers tax free. Manufacturing machinery in is taxed at 1% with a cap of $80 per item. The tax is reported to the state on a special sales tax return. Electricity used by manufacturers had been taxed at the rate of 2.83% prior to 2006 and now pay no tax on their electricity. A unique point in NC is that all a manufacturer's purchase of electricity is exempt, not just that which is used in manufacturing, as long as the use occurs in the same compound as the manufacturing facility. This is an incentive for manufacturers to locate within the state.
