The Sunflower Public Water Authority is a start-up drinking water production and distribution cooperative including three cities and one rural water district in suburban Kansas City. Sunflower engaged Columbia Capital in mid-2011 as financial advisor Columbia Capital's role is to assist Sunflower in evaluating financing alternatives for its upfront capital investment, as well as to provide general advice and counsel on the financial aspects of developing and implementing a water utility.

Columbia has worked with the Agency to secure approvals from the Illinois and Missouri legislature, and the US Congress, to allow it to amend its charter to permit the issuance of bonds for up to 40 years. Through Columbia’s comprehensive debt management approach and its close work with the agency, approximately 80% of its outstanding debt will be currently callable in 2013, permitting the Agency to undertake a comprehensive restructuring.

Kelsi Spurgeon is a Principal of Columbia Capital Management, having joined the firm in 2004. She advises clients in both financial and investment advisory activities. She has extensive experience in financial modeling and quantitative analysis.
