Cowan & Associates, Incorporated (C&A), an Arlington, Virginia-based Veteran-Owned Small Business (VOSB), specializing in IT and management consulting to the federal government and academia hired a new Associate Director today, Troy Terronez, to provide Future Requirements Determination (FReD) services in support of Commander Navy Installations Command (CNIC) Strategy & Future Requirements – Resource Management (N55) Branch. Troy consults in the areas of Financial and Program Management, Information Technology (IT), and Strategic Planning. He is a motivational leader and team builder with over twenty-two years of progressive leadership and management experience. As a former US Navy Supply Corps Commander Troy served three tours at sea, including Supply Officer aboard the fleet ballistic missile submarine USS LAFAYETTE (SSBN- 616) in Holy Loch Scotland ; Stock Control Officer aboard the USS NIMITZ (CVN-68) in Bremerton, Washington ; and culminated in his assignment as Supply Officer aboard the USS VICKSBURG (CG-69) in Jacksonville, Florida , where he managed the entire logistics business for an Aegis Cruiser, a 50 person Department across five Divisions during a six month deployment to the Persian Gulf. Ashore, Troy ’s operational tours included: Logistics Manager for the SeaWolf Submarine Program at Naval Sea Systems Command Headquarters (NAVSEA) in Washington, DC; and Comptroller at Naval Support Activity and at Commander Navy Region Europe, both in Naples, Italy . Most recently, Troy was Executive Officer for a team of 19 officers, 800 employees and $90M annual budget at Navy Supply Information Systems Activity (NAVSISA), the Navy ’s premier IT Central Design Agency (CDA) which designs, develops and maintains Automated Information Systems (AISs) for Navy and DoD logistics, procurement and financial applications. Troy received his B.S. in Business Administration from Oklahoma State University and a Masters in Information Technology Management from the Naval Postgraduate School .
