Plan to Provide for the Deplanement of Passengers Following Excessive Tarmac Delays The Ithaca Tompkins Regional Airport does not own or operate any of the equipment needed to safely deplane passengers from air carrier aircraft and is, therefore, unable on its own to provide for the deplanement of passengers. Additionally airport personnel are not trained to assist in the deplanement of passengers using equipment owned or operated by air carriers or contract service providers.

The Minimum Standards are intended to be the threshold entry requirements for those wishing to provide aeronautical services to the public and to insure that those who have undertaken to provide commodities and services as approved are not exposed to unfair or irresponsible competition.

6. The prospective FBO shall lease from the Owner an area sufficient to provide for outside display and storage of aircraft, if appropriate, and on which shall be erected a building to provide or is an existing building that provides space for office, customer lounge and rest rooms, which shall be properly heated and lighted, and shall provide public telephone facilities for customer use. The FBO shall also provide, on the leased area, sufficient paved parking for the FBO’s customers and employees. The minimum areas shall be subject to the approval of the Owner.
