Our "client-centered" philosophy comes directly from our founder, Merle Hall, a well-respected public works engineer who spent 29 years serving Iowa communities. Together with his son Don, who joined the firm in 1958, Merle Hall focused his efforts on providing quality services at a reasonable cost, while meeting the needs of the clients.
