The Houston Police Patrolmen's Union (HPPU) was founded in 1979 by six active police officers of the Houston Police Department in Houston, Texas, in response to a department wide desire for better working conditions, better wages and better benefits. The original HPPU was founded as a voice for street police officers, but quickly gained a reputation for speaking for issues that impacted all Houston police officers. During the 1980's, the HPPU secured a Texas state law guaranteeing a police officers' Bill of Rights which specified certain rights such as grievance and arbitration protocols, and established the requirement that a 48 hour notice be provided to officersprior to an administrativestatement being given. During this same period, the HPPU fought for protection of officers' overtime rights provided under the Fair Labor Standards Act (FLSA), worked for better equipment for officers, introduced the concept of the DROP program, and lobbied for increases in retirement benefits for officers who had retired and left active duty. The HPPU's official publication, The Sentinel, was also founded in 1979 and is in its twenty-sixth year of publication. On March 7th, 2000, the HPPU joined the Fraternal Order of Police as Houston HPPU Lodge 109 for the purpose of engendering fraternity, benevolence,and justice. ...
