Que has more than 25 years of healthcare and insurance experience. He headed up Daniel Freeman Hospitals in Los Angeles for over 17 years. He created Century Health Network, a small group fully-insured health plan, in 1985 and became the owner of New Century Management Company, which insured more than 2,500 Southern California employer groups in the eighties and early nineties. He served as chairman of the board of August International (national PPO). Que went to Nashville in 1994 and built a national PPO network in partnership with hospital corporations based in Tennessee.

David served twenty years as a commissioned officer in the US Army Medical Department, retiring as a Major in the Medical Service Corps. During his service he managed air ambulance helicopter units, and served in administration for several Army Hospitals. Prior to leaving the Army, he served as Regional Director for all Army Health Services in Utah. He created the DentalUtah provider network and has worked with Tall Tree and HealthUtah since their inception. He holds a master of health administration degree from Baylor University.
